GPO seeks feedback on its plan to provide outsourced HSPD-12 card issuance for agencies

The Government Printing Office (USGPO) is likely getting into the FIPS 201 card issuance business, and they will rely on a private sector awardee to manage the operations. The GPO is soliciting feedback on its plan to establish a “Government-Located, Contractor-Owned and Operated, e-IDentification operations center.” This would, in essence, serve as an outsourced card issuance and management service for agencies working to comply with HSPD-12 – providing an option to development of in-house capability. Though the center will eventually be housed in a GPO facility and managed by the contractor, the tight timelines for HSPD-12 will necessitate that the center start out in contractor-owned facilities. The draft RFP is available online and comments are due by July 14, 2006.
